Louise (Tina) Heard has announced her candidacy for the Ward 1, Position 2 seat on the Blytheville City Council. Heard is a 57-year-old Arkansas native, who was born in Dell and moved to Blytheville in 1960. Her parents were sharecroppers on B.S. Simmons Farms, and Heard learned how to work at an early age in the fields. ...
